What is Page Ranking??
In short Page Rank is a 'election', by all the other pages on line, about how exactly important a page is. A link to a page counts as a vote of support. There's no help (however it is an abstention from voting rather than vote against the page) if there's no link.
How is Page Ranking Used?
Page Ranking is one of many techniques Google uses to find out a page's meaning or value. It is only 1 part of the story when it comes to the Google list, but Page Rank is exciting enough to deserve a paper of its own and the other factors are mentioned elsewhere (and are ever changing).
Pr can be shown on the toolbar of your browser when you have installed the Google toolbar (http://toolbar.google.com/). But the Toolbar Page Rank only goes from 0 - 10 and appears to be something like a logarithmic scale:

We could not know the actual details of the scale because, as we'll see later, the maximum PR of all pages on the internet changes each month when Google does its re-indexing! If we assume the scale is logarithmic (though there is only historical evidence for this at the time of writing) then Google might only give a toolbar PR to the greatest real PR site of-10 and scale the rest correctly. Also the toolbar sometimes guesses! The toolbar frequently shows me a Toolbar PR for pages I've only just published and can not possibly maintain the list yet!
What appears to be happening is that the toolbar discusses the URL of the page the browser is displaying and strips off everything down the last '/' (i.e. it visits the 'parent' page in URL conditions). Meanings
I've started to use some shorthand and technical terms in this report. Now's nearly as good a time as any to determine all the conditions I will use:
PR: Shorthand for PageRank: the actual, real, page list for each page as calculated by Google. As we'll see later this may vary from 0.15 to millions.
Toolbar PR: The PageRank displayed in the Google toolbar in your browser. This ranges from 0 to 1-0.
